I just reinstalled a resealed cav pump I rebuilt on a Ford 4500 tractor. Tractor started up and ran fine once the intial air was all out and injector lines were tight. I restarted the tractor several times and observed for leaks for 5-10 minutes of running. I noticed nothing unusual other than low idle was about 150 rpm lower than it should be. I figured that would be an easy throttle stop adjustment I would make once I got the engine up to proper operating temperature. I worked at something else for a couple of hours and then returned to start the tractor again. Ran the tractor again for 5 minutes or so while playing with the throttle to see how the engine responded. All of a sudden the tractor raced to about 2000 rpm. Afraid of a runaway I immediately killed the engine. I restarted again a few times and had the same issue. I did not let the engine run at that speed for much more than a moment at a time.

What the heck is wrong now? I am pretty darn sure the governor linkage/springs are all correct. The throttle rod and lever all seem to be working normally.
