Ditto what Rick stated. The reservoirs are designed to save the soil/water from contamination by oil leakage. I've always wondered what saves the soil/water from petroleum contamination when asphalt is applied for roads.

I own/drive a 18-wheeler. The State Police truck safety guys can pull me over, place paper under my engine, and if a few drops of oil hit the paper, I'll be issued a ticket. But, a tank truck can spray thousands of gallons of "tack" (oil) on the ground before asphalt (more oil) is laid, and that's just fine? :confused3:
I had a Ryder rental Ford 9000 tractor towed because of that a few fuel drips off a Cummins fuel pump. But when we pave fuel oil is sprayed like rain over the tools, truck tailgate, etc.....
