I am the second owner of my 648 wide pickup baler so I don't have any history information. My question: When replacing the Feeder Jaw Clutch is it advisable to also replace the 6 Belleville spring washers that preload the jaw clutch? How do I know when the spring washers are ready for replacement?

If they are cracked or have lost their concavity, replace them. If in doubt, replace them.

New Holland recommends adjusting the slip clutches by making a tool for this purpose. Can't the slip clutches be adjusted via a torque setting rather than the factory procedure? If so, what is the recommended torque on the slotted nuts to properly preload the compression washers?

Agree. Youre in there anyway, so its kind of like do it while youre in there.

Absolutely. However, I was looking for the torque spec on the slotted nut that compresses the washer. Any ideas?

Have you looked to see if there’s a service or shop manual available?
I can understand why you want the torque spec so as to not over/under compress it.
Did you observe tightness upon removal?

He seems to have the NH service procedure which describes checking the actual ft/lbs of force required to make the clutch slip. That is the basis they use, there is no published or implied torque spec for the castle nut. Same method used on main slip clutches of NH square balers for decades and various slip clutches on forage harvesters. It is not a big deal to just do it.
If he truly wants the clutch set to spec, that is what must be done.
