A leaky steering box was so common on older Yanmars that the factory sent out a service bulletin asking dealers to tell customers to be sure to cover the steering wheel to prevent water from getting in. The interim fix was to place another decal over the center of the steering wheel to keep water out of the locking nut! There should also be a factory weep hole on the back of the tubular steering wheel shaft just above where the shaft enters the steering box.
If yours is leaking oil out that weep hole, it's because the box itself is full of water. Expect to replace several bearings and seals - they are all inexpensive.
