May be a current article but it's really old news...they been doing that for over 20 years in FL...

Started when they started putting restrictions on the dumping of human ashes in state waters...

So, how is it supposed to work? They almost have to be cremated for sanitary reasons, don't they? Do they put the ashes in there in containers or made into concrete globs?

The ashes are simply mixed into the concrete...

This industry sort of has a black market side (not necessarily the business cited)...some people want the locations kept secret...the state requires permits that record the coordinates and anyone with the wherewithal can find the numbers...
There are factions that will help individuals skip the permit protocol and place the substrate where they choose...there are lots of "private" reefs out there...!
