Kubota L 3400 safety switches

I'm just measuring the pto switches, disconnected from everything.. They are both always closed.. which obviously is not correct. Have not investigated the 3 pos seat switch yet but just printed out the test from the shop manual. But they are related as you say so if the 2 pto switches are not working right, the seat switch will also act like it isn't working right.. The tractor thinks the pto is never on, so the seat switch won't do anything in that case as far as i understand.

I am selling my 2008 L3400hst and am trying to make sure all the safety switches work first. Several of them have never worked from the day I bought it used from the dealer. Here is what I have tested so far.

Clutch switch - will not start unless clutch is in. Good.
HST pedal switch - will not start if pushed fwd or rev, even if the clutch is in. Good.
PTO switch - It WILL start with the pto on. I have never used the pto so never noticed this until now. not good.
Seat switch- It will start and continue to run without anyone in the seat or with seat flipped up. Appears to do nothing. I also notice when operating it by hand it isn't really very fast to move as I would expect it to be a strong spring inside?
Anything else to test?

The switches are all present and the cables are all plugged in. I can't see any modifications. I always assumed maybe this is how it was since it has a backhoe on it and you would be in the backhoe seat while operating that.

How to troubleshoot further/ where to start?
