From what I understand they(snapping turtles) are only aggressive above water....I catch some huge ones fishing in my beaver pond and really want to eat one but would like someone with experience to help me with the cleaning/butchering.

People are seeing “something”. Is it an unknown creature, alien, hallucination, suggestibility, or some other unknown phenomena? Who knows. What they are seeing is unexplained.
I don’t think possible money or fame has anything to do with it.
Many witnesses don’t want to be identified because of the ridicule (seen here) that comes with reporting it. This has also been true for the police officers who have witnessed it. Why would they want to risk losing their jobs or be labeled as untruthful? There’s no gain in it for them, only detriments.
