Simplicity Legacy brake lock wont hold

When I push brake all the way down and pull on the brake lock it just clicks and the brake goes back- any ideas on how to adjust- thks

I wish I could help but I have no clue but maybe the latch is broken?

I will try to look at mine later-but I think it is friction, so maybe got oil or dirt on the mechanism?
