Of course the steering wheel will stop turning when you get to full lock either left or right with the engine running.
To the original poster, You don't have a problem with your tractor. You just don't. Just because the steering wheel spinner is in a different position each time you grab for it is not a problem. Your the one that put the steering wheel spinner on in the first place. And you don't need it. Or maybe a better way of saying it is "what do you need it for?" Steering wheel spinners went out of fashion a long time ago. They were needed to gain leverage so you could move the steering wheel of hard to steer tractors of yesteryear with one hand that had steering boxes and linkage. But you can move the steering wheel of your modern Kubota with one finger or the palm of your hand. There is just no need for the spinner.
Experiment for everyone to try. Shut off the engine. move your steering wheel left then right, repeat a few times as the Original Poster has done. Soon you will be able to move the wheel easily round and round as many times as you feel like doing it just as the Original Poster has done. So what? Why is this a problem? Start engine, your steering will work just fine. Now as for your emblem in the middle of the steering wheel , it will never be in the same place twice over the course of a days usage. So what? Why is this a problem? Bottom line: The original poster does not have an issue with his tractor, It is NOT broken, It does not need to be returned for repair now does it?

Do you care to point out in which is the OP's posts he mentioned this? Because I sure didn't found that, nor I read anything even close to that.
You also claimed ZERO steering action with the engine off, now you claim that it will just free spin after you tried to turn the steering wheel to full lock a couple times. Totally different things...
Having the steering wheel free spin with the engine off can be problem. Having the steering wheel free spinning with the engine off AFTER trying to steer to full lock a couple times is not a problem, obviously. The oil went to the tank and the pump is not running to refill the system so there is air in the system.

And if he turns his steering wheel all the way to the right or the leaf it keeps on tuning. Of course he is doing this with the engine shut off. Why else would it keep on tuning?
Look if you and the original poster want to think his tractor is broken it is fine with me. Heck take it to the dealer an have him tell you it is not broken. I don't give a ****. But I was trying to save him time and money by telling him his tractor is not broken. If you all think I am full of **** that is fine too, BUT his tractor works exactly like mine.

Tell you what, do this experiment, turn off your engine and start down a long hill, free wheeling and rolling, and turn your steering wheel a couple of times left and right, left and right and see if you have any steering by the time you get to the bottom of the hill. Do that little experiment and tell me how it went. If you are able.

Ok, I'll quote the entire phrase for you since you decided to cut the important part off... By the way, why would he turn the steering wheel with the engine off?

So I had a complete engine failure on my MX a while back and had to tow it to the trailer then load it, the steering wheel worked. Just went out in the driveway because that's where it parked last night and grabbed hold, sure didn't free spin and the wheels sure seemed like they'd turn if I cranked on it hard enough. M4 also got a bath last night, I didn't get up in the cab but opened the door and tried to give it a turn, same results.

Turn it back and forth several times and see if the wheel then will go round and round and round.

OK, we will let the OP tell us what he did again. You are assuming that the steering wheel does not stop at full lock left or right, I assume it does stop. I also assumed he turned the wheel with the engine off when he was out looking for that steering box he doesn't have or that steering shaft linkage and u joints that he also doesn't have.
