Chip manufacturers had limited staffing and the companies used that staff where it will make the most money. So no car chips.
Most autos still use older chips, those fabs do not need changes to spit out more chips, they need to just be operating.

Many fabs were shutdown, right during new fabs opening for new Intel and supporting chips in 2020. Which is why laptops are in short supply. Also, the increase in chromebooks for schools during covid was not in any forecast.
