Has the tractor ever run for you? What did you do before it quit starting? Does the starter turn the engine over? I don't know what "the 3 drains" are. If you've run it out of fuel follow the bleeding procedure in the manual. Be sure the air cleaner is clean and the air path is clear.

ran 2 days before starter turns eng. over there are 2 drains at top of filter & one at end of fuel hose. I followed manual bleedimg haven't checked air filter

Loosen the steel lines AT THE INJECTORS a few turns and spin the engine until fuel squirts out and tighten..
