you might notice a slight loss if climbing a hill but it would be minimal.

Its weight...more weight means more power to move it. However I agree you wont notice much unless you have a really hilly area. Even then ballast in that situation has other advantages.
I always have mine filled. Some folks hate it and use wheel weights.
