I'd rather pay idiots to leave my mail box alone than pay lawyers.
Contact your mail carrier, he's undoubtedly found the mess while delivering your mail. He might think you left it for him. Ask the carrier for advice. He might file his own complaint and/or tell you what you can do that will get results. If carrier isn't aware,talk to post master and offer video. The postal service own's the box and it is indeed a federal crime to mess with it,not to mention exposing carrier to hazards.
As for those here saying videos are useless,they are the same crowd that comments on any and everything, don't believe them. While working a crime, the police routinely solicit videos caught on ring and other cameras.

A rash of car break in's here were caught on Ring doorbell cameras. The videos were used to prosecute the idiots.

That's kind of a half truth. The postal service owns some mailboxes, but they don't own all mailboxes. As this document at the USPS shows, they specifically talk about who's responsibilities mailbox maintenance and repairs are depending on who owns it. That implies they don't own all mailboxes.

I served on a jury for a stabbing case outside of a 7-11. The damning evidence was the 7-11 video of the guy stabbing the victim. Clear as day. Even without any witnesses testimony, that video would have nailed him.

Mailboxes are protected by federal law, and crimes against them and the mail they contain are considered a federal offense. Violators can be fined up to $250,000 or imprisoned for up to three years for each act of vandalism.
Case in point; years ago one of my parent's customers was driving past the house and to save the price of a stamp, dropped an envelope with a check into their mailbox. The postal carrier found it and he was arrested. I don't know what came out of it but when he talked to my parents he was scared witless about what could happen to him.

Yep. Only stamped mail can be put in a mailbox. Someone can't come along and put church fliers, lost dog ads, free air conditioner if you buy a furnace ads, into a mailbox. They can't hang things from the mailbox exterior, and I don't think they can even hang things on the post. There's regulations about newspaper delivery tubes being mounted to the post, they can't touch the mailbox, can't protrude past the front of the closed mailbox, and can only have the name of the publication on the box. All kind of neat stuff.

But the USPS doesn't own all the mailboxes. ;)

Drive by their house at night and throw out sponges soaked in bacon grease. Dogs try to eat them and choke to death. I have no use for a mean dog.
I don't either yet it's not your call. I also have no use for somebody who intentionally tortures an animal.
