When I first start the tractor the clutch seems okay. After running it awhile even pushing the pedal all the way down it doesn't want to disengage. It doesn't appear to have excessive travel on the pedal.

What kind of clutch mechanism? Hydraulic clutches can get pushed back it there are any issues with the clutch or flywheel vibration.

Does the pedal connect to a threaded rod before going into the housing? Have the adjustments been changed?

It has a threaded rod. I have not made any adjustments on it yet.
