That machine is a bit too specialized for general tiller work.
A selecta tilth machine is by far the best all-around tiller, and if you want a seed bed like the vid shows, pull a "crow foot" cultipacker behind.
IF you live where there's any winter frost in the ground, all those buried rocks will be back!!
