There is absolutely NO WAY you can state that, he will have attach everything and measure for himself to be 100% sure. Getting it wrong can cost lots of many and leave a damaged tractor.
Well, if he has implements now and the hitch adds to the distance from the hitch to the implement, it is possible to make this statement.
Getting a new implement with a PTO shaft, now that's where I have to agree with you.

Read your statement again ken is correct with the quick hitch the shaft may be too short now the only way to know is if it is hooked up and lifted up and down to make sure it doesn’t fall out

I still stand by what I said. If the driveline fits without the QH and the QH adds distance between the tractor and the implement, then there is no reason to cut the driveline. The hitch may add up to 3" distance between the tractor and the implement. As long as there is at least 2" of shaft in the tube, then he is good to go. Any less, then he needs to get a longer driveline.
