I read articles like that all the time. They start out making sense and then they don't complete the premise, because the premise was just to get you to click on it.
Though I like most stuff on NPR, they are very guilty of this. 3 /4th of way through, the narrator has veered off subject, to what they really wanted to talk about, that may or may not have anything to do with the original, as presented, subject.
