They could, they just don't want to pay for it. Nothing stops them from hauling a few rail tankers of water from the Great Lakes and trucking it to their property.
Already common for swimming pools… water delivered by tanker…

Never read The Limits To Growth? Industrial civilization and population will keep growing until the whole system collapses. It's already getting shaky. It doesn't matter who's running the train if the tracks are out.

I’m starting to have more slow bathroom sink calls… too little water flow and the traps clog with toothpaste etc.

Apparently my employer switched to low-flow aerators to conserve water a year before I got here. Now we have multiple calls per week about slow running/clogged sinks for just what you mentioned... there's not enough water flowing down the drain to clear soap, toothpaste, etc, from the trap. Combine that with hair or razor stubble getting caught on the device that lifts the stopper, and you get a coating that reminds me of the texture of egg whites in over-easy eggs, but it's black goo coating the pipe, stopper, and it also builds up to the point the overflow is most likely plugged as well. Disgusting. But, it saves water. Costs them plenty to get them cleared so often, but it does save water.

I've found that these mini snakes can be purchased in bulk and can be reused dozens of times.

And small sink plungers if that doesn't work.

After that, call the plumbers.

Some sinks don't have stoppers and just a little plate with a bunch of small holes in them. You're kinda screwed as to hoping to pull anything out of the trap without disassembling the trap itself with those kinds of plates. However, I've found I can carve the barbs off of those snakes and it's at least a good poker to poke any sludge around to get things moving with the sink plunger. Then it's just a matter of a lot of hot water for several minutes and off we go. I'd guess we can clear about 90% of the clogs with just that snake and a sink plunger now. They all used to go to the plumbers. Silly.
