If the brakes will hold/stop the tractor on their own using your feet they should be ok, but sounds like they are at end of adjustment, should not require full pedal to floor to hold tractor in place.

New brake material might solve it, otherwise I'd try welding up the floor board and grinding it smooth again. You could also build the teeth up on the latch so they mate correctly.

The brakes hold pretty good when foot activated, and there when I set the parking brake it engages on the second of four teeth (where the brakes will not hold) but will not engage on the third tooth of four (because I cannot depress the pedal that far), so there should be plenty of asbestos on the shoes. Each of the teeth are about 1/2 inch long, so that is a lot of travel between latxhings. Sortakinda like the difference between a cheapo ratchet and a premium 60-tooth ratchet.

Looks like it wouldn't be too hard to make a new piece with a tooth "in between 2 and 3", modify the original if you aren't fussy on originality.
