Pit Run is not the same thing as river gravel. River gravel has been washed by nature and does not have fines to help bind it. Typical road construction consists of; subgrade materials, which are the native materials, then pit run gravel and then crushed gravel, followed by asphalt (if it is for typical public roads). The crushed gravel has fractured faces and good sieve size gradation, which help it bind together. For country roads and driveways the asphalt is omitted and in the right circumstances the crushed gravel could be eliminated too but not in this case and not the way it has been done. He sprinkles small amounts on top of what is basically silt. It doesn't work and he has been doing the same thing for at least 10 years and there has been no improvement.
