About midnight. Here even such simple thing as arrival of NY have some issues.

You have to know background.
For russians, let's say more precise - citizens of russia, NY is most important festive of year. For us, Christian world it is Christmas, here in North EU also Midsummer. For Catholic world - also All Saints.
But 1/4 of citizens of russia are Muslims. So they dont care about Christmas.
Then they still have heritage from SU - significant part of people there are atheists - they dont care either. Even here it is very common that russians are buying Xmas trees at 30-31/12. They call it not Xmas tree, but New Year tree.
Big part of believers are orthodox. Those guys have their own calendar, they celebrate Christmas, but two weeks later.
Obviously there are part of russian citizens which has adapted Western Church, too. I would say - 1/4.
But anyway, as you can see, there are not one dominant group.
But NY is kinda universal - festival for everybody. OK, not really for orthodox, but they turn blind eye.

Apart of 09. May, New Year is most important event of the year. And they celebrate it like there will be no tomorrow
Our russians used to celebrate arrival of NY two times. First - Moscow time - 23:00 and then again 00:00. Those fireworks at 23:00 was kind of symbol of failed integration policy. But not any more. Political leaders was rather strict - fireworks before 00:00 will be considered as support for russia. That is criminal offense now
We were out at 23:00, melting tin. There was some fireworks at 23:00, but almost nothing.
So New year arrived smooth and nice
