I am a HUGE advocate of lights on a motorcycle. As you can see on my BMW R1250GSA, I have a full Denali concert of lights. Not only do I have my main headlamp, but I have two large Denali lights with amber covers, OEM foglamps below those on the crash bar, and two smaller Denali lights down low. My rear has the OEM brake light, plus the Denali tag light that flashes when I brake. With my CanSmart system, I can adjust the intensity of the lights. When running daylylight, all aftermarket lights are shining at 50% brightness when on low beam, then when I flash high beams, all lights go to 100% brightness. When riding at night, on low beam, all aftermarket lights go to 30% but flash to 100% when I go to HIGH beam.
I have 79,000 miles and change on this 2019 model, and I have never blinded anyone. I commute almost daily, 80+ miles round trip to work and home. No issues at all.
I'd rather be SEEN than NOT seen.
