I guess it's empty, otherwise it may've lifted the truck - I think more than half of it is behind the axles midpoint.
Or there is a heavy load in the front half. At work we would need a jack under the 5th wheel if trailers were parked at the loading dock. A heavy load (like a pallet of steel) and forklift in the front could tip the trailer.

I think if there was a heavy load in the front half, the front half would actually be on the trailer instead of lifting up off of it in favor of the rear half - or is there some hardware under it up there?

It looks like an old semi trailer, minus the axles, sitting on the trailer backwards. It's probably not 'lifting off' as much as there is a part of the rear bumper under the box that keeps it from being flush with the trailer. Note the straps on the front half of the load... There's no reason they wouldn't be cinching it all the way down to the trailer if there wasn't something under the box keeping it lifted.

Set of heavy car rolling dollies used under the trailer's landing gear/legs. Cable or chain around fifth wheel pin to fork lift pulling in the building, or something pushing it against the trailer rear bumper. Front nose of trailer cut out to load trailer. I think this is a permanent long term solution, no license plate on the trailer. Jon
