That's likely how it was done, but why? Backed in would serve for storage just as well. I've seen it done.

Let's see... the truck hitch is usually rated for 500 lbs, the truck is probably about 5000 lbs, about 2500 on the hitch with the rear wheels off the ground. Maybe the upload capability is a lot more than the download?
I wonder what's connecting the hitches together? (Given the stupidity of this I can imagine them having a 1 7/8" ball and the Ford's hitch they removed the ball so there's a 1" hole which is resting over the ball on the Chevy... but we'll give the benefit of the doubt and say they at least used a bolt?)
