If properly filled, the rimguard should be below the valve stem when the valve stem is at the top of the tires rotation. You should be able to release the over pressure without loosing the rimguard.

Other than lifting to plane off the surface when it is NOT being used, the top link is not necessary when using a land plane. A land plane rides on its skids.

60 hp will work fine for chipping up to 8 in material. I hate anything gas powered. I’ll go for a diesel powered PTO anytime. I would get one with self feeding capability. Let it feed itself while you go and grab another piece.
