A tiller "out of the ground" isn't much of a load on a tractor PTO clutch... As for the pto brake, IF, I had one wore out, I'd leave...

A clutch is made to slip. It would obviously be better to engage at slower rpm but I honestly doubt any damage happened doing it that way.
