Welding it up shouldn’t be a problem other than preheat and cool down rates. Problem with machining what is there is the boss is hollow on the inside and to remove enough material to get back “round” I fear it may be too thin to support the load.

I pulled the hydraulic speed control valve assembly so I could see inside and found one of the little “fingers” out of position. Pushed the plunger back so it could fall into its proper spot and now it works as it should. I did weld it back together and saved some $$

Check the safety switch under the seat and the PTO safety. Since the glow plugs don't come sometimes, check the ignition switch too.
