There used to be a guy on TBN called dieselpower or something that used to respond to all these questions. I am not an expert in this field, but here goes my .02. I have home heating oil delivered to my house all the time. WHile they are there, I have them fill up the tank in my garage for my tractor. I used it in my tractor for 11 years, never had an issue. I always add power service to it to add lubricity, they pump some in my tank and I dump the recommended amount in, then they top off the tank (effectively stirring it up). We don't get bio diesel, we get that ULSD dyed for home use. The guy that delivers it to me is the son of the guy that I used to work for at a gas station/home heating oil delivery place (he took over the company). I talked to him after getting my new tractor and he saw no issue with me running it in my tractor. In my area, the winter blend mainly just gets kerosene added to it and some other chemicals. I was also told to stop putting diesel/HHO in metal containers. I asked him about that and he said we don't get bio diesel, and no trade magazine he has read has said to stop putting it in metal containers. In fact, almost everyone he delivers fuel to has a metal 275 gallon tank or tanks. All my tanks are indoors.
Having said all of that, do your own due diligence. As a side note, the truck has a filter, my tanks have a filter, and my tractor has a filter.
