Honestly, if it's an implement that doesn't get used often, I would recommend getting a shear pin style PTO shaft for it, but one that uses that style I showed in post #3, as those are super easy to change.

A slip clutch can get those friction discs stuck together if sat for too long without use, which is eventually the same as not having a clutch at all. Unless the operator is willing to do some maintenance to it before using, of course. However, most people tend to procrastinate on that till they damage something.

Happy to report that the problem was a broken chain. Luckily found a new chain and gasket at a local farm and tractor store. Unit is back together and operational. Still need to add that slip clutch though. Thanks again for your help leonz.
Did you buy the tiller new? It is possible if bought used, a previous owner often sheared bolts and replaced with a stronger bolt. Personally I would buy several bolts no stronger than grade 2 to have on hand. When I am down to 1 extra, buy more.
If/when you go to a clutch, remember it meeds to be serviced (slipped and burnt in) at least 1x/year to function properly.
