I will burn it in a heartbeat. I use old diesel scrounged out of junk trucks on a regular basis. I burn motor oil in fuel. If I think it will burn when mixed with some fresh fuel it gets used up around here. So what if it has sludge, leave the sludge in the gas can.

The main thing if you turn the drive shaft one time and the blades turn two times. Cheap cutters only turn 1 1/2 to 1 because gear reduction costs money. That's why some rear shredders or Bush hogs cut like a mower and some knock it over.

Pistons could be leaking in cylinder. Valve could be out of adjustment. You need to isolate the problem. Make sure valve is loose when in center. May just need adjustment.

Quit changing your coolant or maybe drain and save. Put straight water and cup of dishwasher machine soap. It don't foam. Run that for a few days and you'll know if the radiator was dirty.

If it's nodular cast iron it can be stick welded. It is a little messy but you can clean it up with your grinder if appearances matter. But since it's a tractor part probably cast steel. Either one can be arc welded. Hit it with a grinder. Starry sparks are steel, t shaped sparks are nodular.

You can do the job with a box grader. What you describe can only be used for one thing and one thing only. If that was a good idea road graders would be made that way. We built a box grader with adjustment. I was impressed, and I'm hard to impress.

All I can say is this. We borrowed a 5 yard dirt scoop. Guy that had it had a 100 hp tractor 11,000# and said he couldn't use it. We had a 55 hp tractor that weighed 15,000# and we could boil dirt over the top of it all day long. HP is not as important as putting power to the ground.
