so how are they doing the mod between the heat and start?
I've done it two ways. The cheap way is the "Ford switch" mod, where you replace the OE keyswitch with a common Ford cold start switch. It's configured internally to provide battery as I described above. Better method is to install a starter relay. Better yet is to also add a glow plug relay, and the charging voltage bypass wire (which you already know about). I started with the Ford switch on my Jinmas, then graduated to the triple whammy on my TS354C.

also what make the glow plug short to ground when it burn out instead of going to an open? any idea?
The glow plug casing threads into the block. That's its ground. Voltage is fed to an insulated center conductor, which is electrically isolated from the casing. When a glow plug burns out, contact occurs between the center conductor and the casing. Voltage + ground = blown fuse.

Quick update: Thanks to all for the valuable input. Bolton Power is making a "house call" as soon as the rain stops and we plan to attack this with all the tips and knowhow and a multimeter.

I've been traveling for a few weeks so here's the update. I bought a new volage regulator from Jinmaparts.com. When I put in the new regulator it fit tighter and the problem went away. I still need to address the glow plug fuse problem but it'll have to wait.
