ATF&E don't seem to care.
Anyway it only "dopes" the wind at the shooter's position. There are lots of opportunities for winds down range to be different and cause significant misses. In a uniform wind field it is awesome but if shooting across a valley or other "feature" it is altogether likely there will be significantly different winds along the trajectory from those at the shooter's position. Winds are especially difficult to dope over extreme ranges, especially if they are variable as then you can't "walk" your shots over to the target.
Want to be humbled? Shoot something like my 6.5 mm Creedmore which was developed expressly for long range targets out to 1000 meters or more. With more or less stable conditions (little variability in the winds along the trajectory) a decent shooter making shots from a prone position or bench with a bipod or bags should pattern inside a 10 inch circle at 1000 yds or meters.
Rain? forgetaboutit!
