Using one of a set of jumper cable, make contact between + on the battery and the + on the starter itself. If the starter is good, you with have a motor attempting to start, if not you have a dead starter that will have to be replaced.

I second what Bubba suggested, kinda.
First thing I would do is make DaaM sure its in neutral, with brakes set TIGHT.
Then, on the starter, jump the big terminal (from the battery) to the smaller, "activator" terminal with an old screwdriver or metal rod. Be ready for it to start, or at least crank over. The key or ignition doesn't even need to be on to jump the starter.
If it cranks over, all your battery connections, your starter itself and your battery are A-OK. Its now a matter of delivering voltage to the little activator terminal on the starter.
If it cranks, the problem is elsewhere, in a faulty or mis-positioned neutral start switch, a PTO interlock safety switch, seat occupancy switch, starter switch, starter switch rely, or maybe a fuse, but I doubt it.

Update:

It’s running!

I decided to just replace the battery. While doing so I cleaned all four of the battery connections, as beenthere and Tx Jim suggested. Took a wire wheel and cleaned them up as best I can.

That was the ticket - fires right up and the lights work.

Thanks for update. I'm glad you got your tractor engine started.

Yrs ago when I served as a dealer service manager I was taught when diagnosing vehicle/tractor equipment problems to ""check the simple things 1st"" AKA KISS.

No offense intended to jjaaam but for some unknown reason I've noticed over the yrs that most people are resistant to performing the simple task of cleaning all 4 battery cable connections but would rather check for other no start reasons.

No offense taken at all. For some reason my mind went to something more elaborate as being the problem.

KISS is a good thought process to subscribe to, LOL.

My wiring diagram shows red from starter goes to a circuit breaker and then to switch battery terminal. The light switch also goes to battery terminal on the switch. Since you say you have power at the switch this makes me lean toward a bad ground at the starter or the battery. That’s where I would start
Battery cables, connections at battery, AND very importantly, negative battery cable ground connection.
