1210 case with no hydraulics but has psi

I have a 1978 case that has the pressure from the pump to lift and use to lift a 7 foot bush hog we have been using. i have had the pressure tested and it checks out fine, and the tractor tries to lift when you push the lever to take the hydraulics up but now only picks the front of the deck up compared to being able to pick up the whole bush hog without a problem. i think the three way control valve has issues but am not sure and do not want to take it apart until i get a few other ideas

Sounds like you have a leak in the 3pt lift cylinder.

Does the tractor have remotes and if so, are they working properly?

Need more info to better help.
