You may want to go down on the scale even further.
I have an YM1100D that can get down to as narrow as 31 inches wide with the wheels set at their narrowest track. It would easily handle your tilling requirement.
I use it to do row crop work between Christnas trees; bushhogging, spreading fertilizer. etc. It is the only tractor I have found that will work given these constraints.
The 1300 and 1400 series can get to 36 inches as well.
