MY 1995 MTD has the same Motor and starter.
<font color="red">* </font> The starter on mine has done this 2 or 3 times.
The starter shaft that the small starter gear slides up and down on gets dirty gummy or dry and prevents the gear from sliding freely on the starter shaft and engaging with the flywheel gear.
The simple fix is to clean the gear and the starter shaft followed up with a liberal spraying with white lithium grease on the starter shaft, Starter GEAR and the teeth of both the flywheel gear and the starter gear.
