1953 Fergurson TO-30 choke replacement?

i'm betting on something like that as well.. again/ I have see that exact issue on a rebuilt carb before! a tsx 33 i bought at a swap meet.

How do I put the screws I'm the other side?

from the outside.. AFTER you rotate the shaft

In your picture from the side, let's say the tang is pointing at 1 o'clock. I'm thinking after removing the disc, and letting it rock forward to around 12 o'clock or a bit further forward, you should be able to install the screws fairly easy. Top of the disc in first, angled slightly forward when mounting to the shaft. This should allow the spring to rotate the disc to full off/open when you release it.
