1954 JD 60 running rich?

Need some help in fixing this problem. I had recently replaced the float in the carb as it had allowed gas to seep in. Replaced it with a used one, and the 60 ran good. After sitting a few weeks when starting it up it ran rough. Almost full throttle but no power and smoking. I put a shutoff valve in the fuel line and use it when it sits idle. Thanks in advance. Sounds like the used float is not a good float.
