Sounds like time for a good old fashioned steam cleaning.

Are you still planning to use biodiesel fuel?

I don't have a steam cleaner.
Any thoughts on a second best plan of attack?

I've been using B-11 since it was available for delivery, sometime in the 1990's.

I switched to B5, last fill.

I plan on skipping bio next fill and just adding Hotshots or something

The new diesel sucks.

I wonder if they take issues such as this into account when they figure out how clean/ environmentally friendly it is

No, but maybe a radiator shop can do the steam cleaning for you. Sounds like your bio-gunk is real bad and short of a replacement fuel tank, is going to need a serious cleaning. Don't see any "short cuts" here.

I hate to hear that I have to go to town, but it s of unda like the thing to do.

I hope the bottom of the tank is solid and I haven't been wasting our time.
