1970 Ford 3000 diesel runs full throttle

Here is scenario, replaced starter, changed fuel filter, bolted everything back up, bled fuel system, tractor starts but runs wide open even with throttle in idle position. Throttle linkage appears to be adjusted and is not hanging on anything. Could there be dirt where the throttle linkage enters injector pump causing it to hang? I give up.
