Yes, a 2-stage pump can be used for other functions. Just remember above a given pressure the flow will be reduced.

Why use a two stage pump to power a hyd motor.

You want constant flow to a hyd motor, and the volume of the fluid should be constant, or you will not develop the blade tip speed for efficient cutting

There are plenty of good single stage hyd pumps to provide the pressure and volume of fluid to run a hyd driven deck.

You just need to figure the HP required to power the pump that will feed the hyd motor., and the HP developed by the hyd motor will be about 85% less.

The below deck is using about a 3 cu in hyd motor.

JJ has a good point re constant speed applications. Log splitters don't need that constant speed. They have quick cycle times with the higher flow rate, but the flow rate drops according to the increase in pressure (splitting the wood). I have one on my mini backhoe. I think it let's you get away with a slightly smaller hp engine. Northern Tool has charts to figure the stuff out with- but I suspect TBN members like JJ can tell you your best options given your specific situation.
