Does the sound go away after it is warmed up?
What kind of smoke are you seeing from the exhaust, blue, black or white/grey?
How is the oil consumption?
When was the engine oil last changed?
When was the injection pump oil changed (assuming it has it's own sump)?
Does the noise get louder under heavy load?
As for engine prices I would suggest looking at some online dealers like Affordable or Circle G for parts, blocks or complete assemblies.
Paying someone to to do the work will vary wildly by location and competence of who you hire.
