This is totally correct. One of the things I hear when talking to the older FF is "if I'm not here who will be?" The volunteer fire service, like many volunteer supported agencies, is seeing a national trend of decreasing membership. Don't know what we are going to do. Many of the areas will never have the money for full time paid responders. So many who should proudly "retire" will hang on past the point where it is safe or reasonable.
