2013 Cub Cadet volunteer no power goin uphill

hoping to get a little info for my 2013 air cooled volunteer...
it has a 20hp Koehler, I think its a 624cc air cooled motor, and is a 4x4... has fwd/rev and low for fwd...
just bought it with 163 hrs on it... its in really good condition and was owned by 60ish man who bought it brand new, only used it for wood...
my problem is it has no power and seems to bog down considerably when going up hills... going on flat ground its ok, not really fast, but gets around...
Is this normal for this machine??
can anyone tell me where the pedal linkage should be set? 3 notches in bracket, also can you tell by the pics if the carb set up looks right? the previous owner said its been like that since he bought it...
anything else I need to know about this machine you can share would be great...

Yes its normal you need to put it in low

Pretty stout machine though I got one that's been beat to death but keeps rolling... bout to hit 1000 hours
