I have a 2014 T4.85. The 3 point hitch will raise with the draft lever and with the hydraulic lift ground control lever (outside rear of the cab) but it seems the position lever will only raise the arms a couple inches. the arms will raise when i manually move the "linkage" under the cab that is connected to the hydraulic lift control lever. Also when I manually move the "linkage" at the back of the tractor I can see the position lever move inside the cab. When I get back in the cab, the position lever will "work" about 1-2 cycles then will only raise about 2 inches. I cannot locate a rate of drop knob or control.

Assuming a similar system to my TN55, read the operators manual. Mine details some of the adjustments to make to keep it functioning correctly. I've not needed to adjust mine, but the adjustments look easy enough to do. I would at least look at it with the manual in hand. Mark where you started if you decide to make adjustments and they either make no change, or work the wrong direction, etc.

I think it might be a different system. I have checked the owners manual and there is no mention of a "rate of drop" knob however several people I have mentioned my problem to have suggested looking at this, but I cannot find one. Some have suggested it may be to the right of the seat inside the cab, but it is not there. The draft lever is working and until I can figure this out I can use it to raise or lower any implements ie tiller or bush hog that I need to adjust. Thank you for the time you took to look at my problem and answer.

Sounds like your linkage is loose, or something is slipping (maybe worn out due to being loose -- like a D or double D connection). You might want to go over the whole linkage. On mine there are external 'cams' that are large related to the draft control. Take a look at what you can find in the manual. If the linkage is mechanically sound, that's what I would expect. You may need to take it to a mechanic at some point. Good look -- and post your results.

If that is the same as LS design, the down speed control for 3pt is under the seat between your legs when seated near the floor. Is Your NH fitted with the auto lift? looking at the LS XU manual, there is also a position control lever that may impact operation. -- more complicated than my XR.
