Mine is a tj with the 4.0 inline six. Haven't seen the torque curve but it is know to produce decent torque down low. It lugs around pretty good. It must be the design of the engine and drive train. Something that light should get at least 20 bopping around town.
I owned a 2001 TJ for 5yrs, and sold it to buy a truck, needed more hauling room. First off ANY Wrangler will get poor MPG's because they are as aerodynamic as a brick. They were never made for MPG's. The 4.0L I6 gets 190 hp and 235lbft of torque. 90% of that torque is available at idle. It had a VERY flat torque curve. I don't recall the peak RPM for either number, but they both maxed out pretty early. The 4.0L I6 is more in performance like a diesel than a gasser.
I THINK the v6 was swapped in later models because it's easier to meet the new EPA standards, you know the government looking out for us people.
As for a "light vehicle, mine weighed 3600lbs, and they got as high as 3800, hardly what I would call light, for such a short wheelbase. A co-worker once tried to tell me his RAV4 weighed more than the Jeep, so we had them weighed. He topped out at 2900lbs. I just laughed, 250 of that was HIM!
I know very little of the newer styles other than the 4dr model is more useful for a family, but other than that I don't much care for them. They remind me of what Ford did to the Mustang in the 70's.
My mileage was NEVER better than 15 on the hwy with my Wrangler. It came with 3.42 gears, and 29" tires and I swapped it to 4.10's and 31" tires. HUGE improvement performance wise in ALL aspects, but mileage was still 15 hwy.
