I found this thread to be most helpful in troubleshooting my jd s130 riding mower - it's unbelievable how many undocumented features there are on this tractor. In any case, I wanted to add just a little more information on the vent hose that comes out of the fuel tank for future visitiors. The roll-over valve is one-way and only allows vapors to escape the fuel tank and enter the air intake of the engine (right behind the air filter). The fuel cap is pressurized, or at least it doesn't have any venting. All excess vapors in the fuel tank get routed right into the carburetor. I proved this with my own pressure check from the vent line entering the engine - I could not push air into the fuel tank (I had the cap off), but I could pull air from the tank (plus I could smell the vapors coming from the tank). My tractor had the same symptoms the OP had, but in my case, the vent lines checked out clean. Time to tackle the carburetor.

I hope this clears things up a bit for future super sleuths trying to troubleshoot these tractors.
