25 hp 3 ph 230 Volt Franklin submersible pump question?

I watched a pretty good electrician OHM the pump. My question is procedure. Power disconnected of course. The leads were put on the very bottom lugs (the heater lugs) and it read infinity across all three legs. Aside from some kind of catastrophic failure in the motor, why wouldn't we get some kind of resistance reading? I mean all three legs shown to be open? Could there be a separate breaker or device between the starter and pump? I've done some industrial electric work so I'm not clear out of my mind here. Any Irrigation pump guys out there? bjr.

You need to get a certified well guy out there to do some real troubleshooting. I would disconnect the pump and ohm without anything connected to the wire leads. Looks like it's gonna cost a lot of money to pull the pipe and pump out. Best of luck to ya.
