We had a similar problem when i worked for a rental company and a rental truck years ago.. The truck kept 'breaking down' within a few miles of the same place several times a week for one customer.. We assumed the driver had a gf and used that as an excuse to have some time with her..
Finally our service manager checked the tank and found a label that would get sucked against the pickup tube and shut it down.
