That lever is for the pto. If you read the plate which you can see to the left of the lever in the photo, it will say 540 in the up position and "N" for neutral in the bottom position. In order to make the rear pto work, that lever will need to be pulled up (with the clutch de-pressed) into the 540 position.
This tractor only has a 540 rpm pto. Once that lever is engaged, the red button on the dash actually turns the pro on.
